Chris graduated with a Bachelors in Criminal Justice, and earned an MBA from UMD at the Robert H. Smith School of Business.  Born and raised in Baltimore, he is a former college athlete, an Eagle Scout, and a Retired Army Veteran with a penchant for exploring diverse cultures and places throughout the world.

Chris’ professional pedigree overlaps multiple industries, with expertise in Executive Protection, Corporate & Private Client Relations, Project, Estate & Asset Management, Government Contracting, Startups & Small Business Operations, Business Development, Marketing & Social Entrepreneurship, even Hospitality and Food Service. His approach of “diversified ambition” plays very well to his versatility and enables him to address complicated challenges our clients may be facing.

David Bilger grew up a world traveler. His early years were split between the United States and Southern Africa. Upon his return to the States, David spent time on the Great Plains, before heading west to attend the University of California, Davis.

He caught the “radio bug” in college, after his best friend secretly signed him up for an internship. That led to an initial career in news & script writing, production, and on-air slots across the country. Companies began to take notice of David’s branding talent, utilizing him to image broadcasters in Los Angeles, Dallas, Minneapolis, and Washington D.C.

In 2009, he launched a successful syndication company focused on audio branding that was sold to Sun Broadcast Group in 2020.

Realizing that many small & midsize businesses were struggling with growth, and many had difficulty forming brand and marketing strategy in the digital age, David formed Form Policy in 2015 as a brand strategy consultancy.

Today he focuses his efforts on growing business for clients, spending time with his family, and automotive hobbies.
